Some small differences but similar overall.

Too Faced retails for $24 for .27 oz and Cover Girl retails for $7.99 for .30 oz. The wand on the Cover Girl is a bit longer while the bristles are a bit shorter than Too Faced. The wands are very similar in shape; both have an hourglass shape. During the comparison, our tester used Too Faced on one eye & Cover Girl on the other. She noticed she got more curl with CG and it actually took her fewer strokes on the eyelashes to get it. After a 12 hour long day she did get some smudging from the Too Faced side but none of the Cover Girl side. We think this actually is a bit better than BTS!
I think covergirl is easier to work with and less pricy
